There are no quotas by citizenship, and so there is no separate, easier pool. There is one pool and one set of requirements.

The four questions applicants most often ask before applying.
No. Harvard states that the requirements are the same whether a student attends school inside or outside the United States, and that there are no quotas or limits of any kind at any point in the process. Applying for financial aid does not affect the admission decision, including for foreign citizens.

No. Harvard states that first-year and transfer applicants are not required to take an English proficiency exam, and that the TOEFL, IELTS and Duolingo cannot be used to meet the standardized testing requirement. A score may be submitted voluntarily and will be reviewed with the other materials.
Harvard answers this directly: no. Admit rates in the early round are higher, but the university attributes that to the strength of the early pool rather than to timing, and states that for any individual student the decision would likely be comparable in either round.
The direct answer: one form, one essay, five short answers and the school documents. No element substitutes for another.
Opens on 1 August. It contains the common sections, the activities list and the personal essay on one of the published prompts. The essay is written once and goes to every university on the list. The fee is USD 95; where it presents a hardship Harvard waives it and states separately that requesting a waiver will not disadvantage an application in any way.
The Harvard College Questions: five required questions with a 150-word limit on each. This is the most university-specific part of the application: it is written for Harvard alone and cannot be reused. The 150-word limit acts as a filter — it leaves no room for generalities.
The School Report with a counsellor letter and the transcript, two teacher recommendations, the Midyear School Report after the first semester of the final year, and the Final School Report for admitted students. For schools outside the United States there is a separate form: the International Supplement to the School Report.
The first-year application is for students completing secondary school and seeking a first bachelor’s degree. University courses taken while still at school do not change that status. An applicant who already holds a bachelor’s degree is not eligible for admission to Harvard College.
The direct answer: the SAT or ACT is required, but Harvard sets out an explicit exception for cases where a test is physically or financially out of reach.

The direct answer: the procedure is the same, but documents from another education system require extra work — and that is where the errors arise.
The university explains it plainly: all applicants follow the same procedures and timetables and are eligible for the same financial aid, so there is no need to categorise them as international or domestic. Foreign citizens apply from American high schools and American citizens from schools around the world. By “international admissions” Harvard means working with documents from schools outside the United States, which are structured differently and call for specialised knowledge.
Harvard asks that applicants not translate documents themselves but does not require a professional translator: a translation by an English teacher, for instance, is acceptable. The translation names the translator and their relationship to the applicant, and a copy of the untranslated original always accompanies it. The rule applies to transcripts and to letters of recommendation alike.
A fee waiver can be requested through the Common Application under its own indicators of need, or directly from Harvard where those indicators do not apply. Separately: foreign citizens attending schools outside the United States are not typically eligible for SAT or ACT fee waivers from the College Board or ACT. All students on financial aid, international included, receive a travel allowance within their award to cover travel to and from Cambridge.
The direct answer: aid is based on need alone, is available to international students on the same terms, and does not affect the admission decision.

Significant assets raise the expected contribution, but home equity and retirement assets are typically not counted in the assessment of need. Harvard awards no merit-based scholarships: aid is based on need alone. Loans are never a required part of an award.
The direct answer: two rounds, 1 November and 1 January, both replying by early May. Application deadlines and funding deadlines run in parallel.
